Development of QCF Qualifications
The Qualifications and Credit Framework (QCF) is the new framework for creating and accrediting qualifications in England, Wales and Northern Ireland. It is at the heart of a major reform of the vocational qualifications system.
Vocational and vocationally related qualifications are submitted to QCF by Awarding organisations such as Open College Network NI (OCNNI).  All qualification proposals must be supported by the proof of need/demand. This can come from a number of different areas e.g.:
  • Sector Skills Councils (Sector Qualification Strategies or action plans)
  • Employers
  • External bodies
  • DELNI
  • Qualification/unit review process
  • Training Providers (inc statutory and non statutory)
In addition Awarding Organisations must undertake research to a) identify potential learner numbers b) explore existing QCF units that could be used in the development process and c) ensure that there is no replication/duplication of existing qualifications.
The proof of need is heavily influenced by the engagement of Awarding Organisations with Sector Skills Councils (SSC). All Awarding Organisations are required to demonstrate close liaison with SSCs and/or Standard Setting Bodies prior to submitting any qualifications.
It is important to remember that proof of need linked to national/regional priorities are a crucial part of the qualification development process. Proof of need for a QCF qualification is not usually demonstrated by one centre identifying a need for a small cohort of learners.
